The major obstacles to sustainable development
can be reduced to three basic categories: willingness,
understanding, and capacity. Lack of political will to
implement the changes needed is the first obstacle. But
even if there is political will, a lack of understanding
of the behavior of complex systems constitutes another
major obstacle. The first step for understanding the behavior
of these systems is a thorough characterization.
